Meiki's strongest skill is his ability to charm just about anyone with his silly antics. ^^; So I'd say he's got the edge in the people-front. ;)

Normal circumstances, yes. But Meiki being an unmatched Draconis, they probably tried to keep him somewhat isolated on purpose. ^^;
